I’m thinking to buy Dedicated rotating proxies by Storm Proxies.

just need to request http every 30 seconds, and the proxy change every http request.

Dedicated proxies? You will spend a fortune on those and if you ask me, that's not necessary. IMHO, your best cost and efficiency optimisation would be to go for residential proxies. Just check before whether a certain provider hasn't got their pool banned on Spotify.

If you don't use lots of bandwidth you can use PacketStream.io. If you need unlimited bandwidth then storm proxies is probably the best way to go

There's no reason to use 4g proxies for Spotify. They're too expensive. A residential or a datacenter proxy will do just fine.
