Is the speed optimization done after using hooligan ads because Adsense ads just slows the site. I think I need to apply to feel the experience.

All ads slow down the site, that's how the ads work.
If you want to have a super-fast site - don't monetize it with the ads.

I have already placed adsense with a publisher ID, the file which you have sent also have your adsense ID. Does putting multiple adsense publisher IDs are allowed or shall I remove my adsense, I don't want to get my adsense suspended.

I am getting $0.30 with 400 / day traffic with adsense (mostly from Dubai/US/India). Lets see how much I get with this one.

We have no AdSense, that's a different record. You may multiple records in your ads.txt.
