there was someone here who ought like 16k backlinks than removed the spammy ones and had a good spike. I think u should try some very cheap panel, throw thousands of backlinks and then clear. I checked backlinks for some top result website they have thousands of backlinks so....

Update:

No page 1 rankings yet, still have page 2 rankings. I am getting new articles for those.

4000+ words, 2000 words are not enough I believe.

Have to keep building links so that the rankings are stable.

Update: Gave the site to an employee to teach him how to choose anchors and stuff. Now he is running the site (with same budget).

So GSA didn't work for the site, I think the links didn't get indexed, and had no time to look after it. Best is to use web2.0 forums profile links (automate it with GSA if you know how to and have time to do it)

I will buy some forum links that you can get on fiverr etc at $10, have to just try if any type of links increase rankings or they get filtered by Google.

Still running internal tests..
