How can I get my ranking back?

Let's say you have an eCommerce website that was ranking well and increasing organically over time.
Let's say a Government Agency made you remove 2/3rds of the blogs you had been writing over the course of 4 years (1 per day) and 2,500 (more than half) glowing 5 star customer reviews on products you sold them. The thing is, I work in an industry where no one is allowed to make any kind of claims of what their products can do - otherwise the Alphabet Boys (FDA, etc) start sending letters and what not.

How does one come back from that? I am building backlinks like crazy. Wrote new Cornerstone content. Writing new blogs. I just feel like I am unable to catch up to the competition (that was below me before I had to dump the content).

Any ideas/thoughts? How can I get my ranking back?

Sounds like you are doing the best you can. You are in a tough situation. There are a few options but hard work is probably the only way.

1. Quality backlinks -- not just backlinks but backlinks in your niche and that will pull traffic
2. digital marketing outreach to the communities you are trying to convert
3. write articles on the periphery of the claims you can't state. Think of the show Mad Men or the movie Thank You For Smoking. These shows talked about changing the conversation. Can't claim anything? Fine, talk about how great the products are and how the ingredients are pure and how the "problems" of society are rampant. You don't need to connect the dots. People will do it for you.
4. Give it time and trust in yourself. You did it once so you can do it again.
5. You could always rebrand and get oversees hosting and start a blog that isn't connected to your products but advertises them. that way you don't have to take down the blogs.

Thank you! All of the links I am getting are niche related - not spammy.
We are actively taking advantage of guest posts, paid/sponsored/etc. We are also paying a PR Firm to help with Press Releases and such.
We are writing content around the rules of course but also do not want to make the FDA mad - we are already in their scope.
Trying but just use to faster results.
Not an option.

Maybe you should do proper keyword research, don't just write content. Write contents with potential to drive traffic.

Everything we are writing is GREAT content. Running every piece through SEM Rush. All of our content has that intent.
 
You already doing good, I suggest to diversify the backlink profile and use the anchor in the right way. Build links from trusted sites and it will take some time but maintain consistency to success.
 
First of all, recreate those posts under govt. rules, then continue your backlinking strategy and make the best brand promotion strategy.
 
Working on that for the blog posts for sure. The thing that hurts most was we had to delete real customer reviews as well. Over 2K of them. I am thinking this was the largest reason for the hit.

In this industry you cannot have any claims - (crazy right). The FDA considers the review of a customer saying, "Product X Cured my Arthritis". If we allow that review to stay on our site we are allowing people to believe we are sharing that customer's sentiment. It is really challenging until they finally regulate and make some rules. Until then, I am just trying to rebuild. Went from an average of 800+ visitors per day to 150.
