Well, if you actually had done a bit of research, you would have found many tutorials explaining the method. There is even a seller on-site.
Here is a brief sketch: You make an account with fake details, an aged GMAIL account and a VCC to get some threshold for the beginning. Afterwards you can also claim a voucher which equals $100, thus leaving you with $450 to spend.
Should you do this? No. It's only worth it if you got a private VCC source which you probably don't have.
Moreover, spending the full amount on multiple accounts is highly unlikely, unless you know what you're doing

Not to be mean, but if you don't even bother to invest a single minute into doing research and expect us to spoon feed you methods valued thousands of dollars combined, this might be the wrong approach. Please think rational: Who would anybody sell Google AdWords accounts (on which you could spend $450 each time) unless they're utterly rich, a bored philanthropist or just dumb and don't recognize what they're doing (pretty unlikely). Hint: I haven't met anyone.. The only people I met in this scene were well aware of the fact that you can't spend the balance on most of the accounts, thus making this a huge waste.
unless of course, you have the best bullet proof accounts. however, selling those would be a shame and/or brain damaged. (let alone be the method)

Your english isn't a problem here as long as we/I can understand you.
First off, if you really can create unlimited VCCs which aren't blocked/recognized by major companies like Google, you'll be a millionaire over night. I could find you thousands of buyers striving for a method alike.
Secondly, $100 for those AdWords account is pretty expensive. Most of the "sellers" offer them for around $40-$50.
Last but not least, no, you're not paying for a code. You're paying for a threshold account + a voucher, totalling to $450. But there is no guarantee that you'll ever be able to spend a single Dime of it. Most often your account will be banned after a few dollars, especially if you're not doing proper research.

If you really can create unlimited VCCs which aren't banned (I'm speaking of the BINs being recognized) + the method isn't known on the market, you'll might turn a few thousands dollars richer within the next few minutes. However, I highly doubt it. But you can convince me of the opposite: Just hit me up via private message
