Target visitors of competitor's website

A client of mine offers HVAC consulting to HVAC companies. I want to target/remarket visitors of an HVAC forum via Ads and/or other (blackhat) methods.

The first idea is to transfer the forum's social media followers to the client's profiles (1/5 effective)
The second idea is to scrape/extract contact info from FB, Google Maps, YellowPages and mass mail them or upload the mailing list to an ad campaign (Legal and Technical challenges in the delivery part)
The third idea is to pay for ad placement in the forum (5000 euros per month ( crazy expensive and low CTR compared to other ideas)
My favorite way is to somehow import the audience and use it in my ad account. This way I won't have to deal with keywords, market research as the visitors are 100% my ideal audience.

I feel like with a proper ethical way of analyzing the audience I can still get some results, but the industry is highly competitive and expensive to run blind ads. What do you think?

It’s really depends which kind of business u have.
I will give u more nice and cheap way
Scrape who make likes/comments or who tag any keyword in Instagram.
After u scrape all usernames you do mentions to your pics.

So what u needed is
1) buy Instagram accounts or build one
Can buy in 10-100$ old accounts with several thousands followers

2) scrape usernames I work with Turbomarketer (paid 30-100$) for several tools that scrape usernames who do “likes”/“comments”/“hashtag” the most that I used from who hashtag specific hot keywords.

3) do mentions them to our posts that we add in this Instagram accocunt(our accounts)
Can make multiple accounts and make it.
Cost around 10-20$-per 1k depends how many you do every month

powerful way for many kinds of services business that want to get very targeted traffic.

Thanks for taking your time, but as I stated these are HVAC Business owners. They never go to Instagram, and I'll be lucky If I can find a decent number of them in FB and LinkedIn. But nonetheless, I like your idea of tagging them. I was thinking of mass messaging, invites, etc. Tagging in comments and posts is lower risk

I forgot to mention the possibility to serve Ads in the email campaigns that the Forum sends to it's subscribers

for your kind of business you can work with Google map scraper , i used "Leads-Sniper" u can scrape easy all data and after send them emails/phone text/call cold leads.
i don't know exactly what u need exactly but check it out.
