Is youtube really using humans to review channels for monetization?

I had some channels that I'm trying to monetize for some months, and I made a lot of changes like deleting videos, changing titles, thumbnails or descriptions. I even started doing my own voice over, but every time my channels were receiving rejection response it took them 7 days to review my channels.

It didn't matter that it was September 2019, January, March or June 2020, it was pandemic or not, channel with a few thousand subscribers or fresh channel just reaching 1000, every time it took them exactly 7 days to give me the rejection answer.

I heard from others that for them it was the same. Also from other having a positive answer every time it took youtube 3 days to review their channels.

I think that there might be humans reviewers, but only rarely. Robots can detect if a video appeared elsewhere, if the thumbnail is fake, or if is a still image or a slideshow without commentary.

I think that is impossible for human reviewers to review every channel in the same amount of time. What do you think, and what rejection reasons did you get?

Doubt they do to be honest. Although I think they have people checking if the bots alert on it.

For example; bots are definitely able to define if it's a human voice or one of those text-to-speech.

Yes and no.

Most of the job is done automatically to detect what is the portion of unique content, what words are used in titles, etc.
A part of it is done by human employees. Youtube outsources them so they are not actual Youtube employees.
They are given a very short and specific period of time (few minutes) to review the channel and decide whether or not it should be monetized according to strict guideliness they are provided. They look into the report provided by the computer, as well as into your videos manually to see if the computer's decision was right.

In the end, if your content breaks their guidelines and it's detected by machine, it's almost guaranteed that you will not get approved, if it doesn't break them or the machine does not detect it, the chance of getting approved is somewhat random depending on the employee.

For example in this video (long and boring) https://www.bitchute.com/video/HcxOeTs6M1I/ , it's stated that supposedly employees are given exactly 5 minutes to review a monetization appeal on a video, yet a lot of work is done by machines. There were also other internal leaks that confirm this.

With norms followed I got my channel monetised in the first go. So never knew how it worked.

After how many days did you received an answer from Youtube, if your channels are accepted or not?
