This website Rank #1 with 5 money keyword with average monthly search volume 3k-5k and 40++ KD, the website only has 3 article post with each 300-500 words spun article, like WTF!!!

Is it a local search term? If so, check if everything on the site corresponds to that location like image exgif data, social media profiles, contact/about page.

Yes it is local search.
i also curious with " about us " pages, since only that site has about us page from page 1.
And he write 526 words on it but still spun.

My guess, without looking, is from start to finish, all information points to them actually living in the location and therefore deemed best to write on the topic. Or, people ranking below don't have enough localization embedded in the site.

I see as well one website in finance niche. All content is generated, just 3 words are different according to that specific post.
Featured snippet.
Finance... Finance eeeeeee
It's not a casino, it's a common niche.
With this update, new sites (Less than a year and many spam links) are ranked first and second.

You've been penalized. You're going to see final rankings in about 2 weeks, then you'll have to wait until next update to reverse it.
We've seen a small comeback on 2 money sites. Our main site was penalized due to Negative SEO from our competitor. Even Google's Mueller confirmed that well done Negative SEO still works very well and their algorithm can't ignore it.

Yes, maybe we should wait 1-2 weeks before making any changes to our site. Looks like big G still messing up their algorithms.

I lost all local rankings...
From reading up on that, I was under the impression that Google discount spam link attacks (negative SEO), so they have zero effect on rankings.
However, if they notice that there are spammy links that have been built up gradually over years, then they would potentially conclude that it was bad linkbuidling work done by the SEO person(s) that the website had hired, therefore they may decide to issue a 'manual action', for which you're likely to see some serious (if not complete) deindexation of your website, and thus receive a 'manual action' notice within your Search Console.
I'm probably wrong on many accounts, but that was just my interpretation of it.

Are you sure about that? I don't see any manual actions in Google Search Console. Keywords started to disappear when the update rolled out, so I believe it's just the google update, not penalization. Moreover, my main keywords that I'm ranking for are OK, they just went a few places down.

Its not a penalization. The guy doesnt know what he is talking about. This happened to everyone, including me. Its the direct result of this update. Will it return to normal, only time will tell.

i have 2 domain starting with full blackhat method, let's see if i can get it to the page 1 or not lol.
Google algo (not being carried out under human judgement) cannot filter out all the spam.
Spammers know this and the fact that; if they throw enough crap at the wall, some of it will stick.
There's so much of this activity, that the SERPS are a spam haven and have been for years (and will be for many more years).
To reach above the thick layer of spam in Google you have to pay per click, and Google loves this, so again it won't be fixed for many years, if ever.
Bottom Line:
You can pay per click, spam like crazy, or a combo of both. That's the only way to get traffic. The only thing that creating "quality" content will do is swallow your time and leave you broke.

My site lost 60% in January update, I checked GSC and noticed same thousands of spam links. I then went ahead and disavowed all of them from domain level, but my site still got hit in may update losing 30% further. I even updated all my posts (450 pages) changed title and description, reduced repetitive headings with target keywords. Now site is shit, down and flat. Recieving the lowest quality of traffic.
So, in my opinion, I don't think disavowing spam links changes anything. The best thing is to continue updating your site, create new sites and make more videos.
