well they either restrict at a certain amount of money
or restrict because they need more info on you
or because the account did something wrong.

My account is about 1 year old and i used to drop ship on ebay and they used to always hold and limit my transactions, but right now they are just asking me to confirm who i am so i am waiting to do that currently.
