Why H2 is show on title?

I just did a KW analysis of one of our competitors and was ranking for long-tail KWs in the H2 tag ranking very well on google included in the title. Let's say, for example, that he optimized his website for "Learn Python," which he already included in the title. But he also ranks for the long-tail KW's "Advantages of Learning Python" not only ranks but is also shown in the title. It was really hard to figure it out. Or Is it the effect of a new Google update Or He was just looking for a small piece of information??
 
As far as I understand the question - yes, Google is altering the title shown in SERP's depending on the user query. But this is not something new.

Does it depend on the query (as people are only looking for less information) or did he use some SEO plugin to do that or only it will work for authority websites?

In most cases it depends on the structure of the content and on Google. No matter what you do if it decide to change the title, it will.

Well, even I'm ranking for such a long tail KW which is a long post as the main title. Just one ranking down to his authority website. But the actual title he used his main two-word KW on the main title where on serp his title is being shown for the long long tail KW which he marked as H2 tag when someone searches for the related long term query like as I said above but it doesnt working for me? Don't know why?

Not I am taking about Onpage content. As you have gone through the discussion above. All I was trying to ask "How we can use H2 in the main title on the website when that particular term is being searched on google? By not actually including that long tail KW in the title which is being searched and shown on SERP title(without changing the main KW website title). As this answer will help me to target other low volumes long tail KWs to rank on the first page without creating a separate page for it.

Please elborate! My competitors are not using anchors on Header2 .. it is just a plain H2. But it is still being shown as the title on the SERP. I'm sure their CTR would be as high as hell.
