I don't know enough about SEO to discern shit from not shit.

Please spare a moment of your day to tell me how much I should be paying people to do my local SEO.

I know it's a long shot, and I may not get the answer I'm looking for- BUT I have a small bit of hope.

It depends on how competitive it is in their niche/location and how lucrative the leads can be.
As a rule of thumb:
$50 - $100 on content (seems to be very important now)
$100 - $200 on ranking GMB (only a couple of months of this, but should be a priority in the beginning)
$125 - $250 on ranking inner pages/articles (ongoing to keep a healthy velocity (monthly 2.0s, homepage rentals, premium chamber of commerces, etc.))
However, if you're only getting $500 per month (or less) than you'll need to fluctuate it.
What I've done is created my own sites that I can milk money from to have increased buying power (bulk buying) so I can cut the costs overall.
