400 are more than enough to grow fast as fuck though. I doubt you'd be able to follow 400/day without experiencing action blocks, multiple PVAs and captchas though.

I can assure you, you can NOT follow 400 a day, every day,. 7 days a week 365 days a year.

If you are going for SOFT following on many bots , 30 per day is a real sweet spot (even for new accounts or few days warmed)

Then for others as many read such statements and then go ahead and wonder why they have issues after following 4000 in 10 days

Twitter doesn't allow aggressive following where you follow other accounts in a short span to gather attention. Obviously they will consider it as spamming. Although the daily limit is 400 but if you are using the automated method for following then you can have issues. Otherwise I think you will be fine.

Now things are worse. They are asking for accounts to be verified by the owner. And there is a lot of issues with Twitter last night and today.
