Have to disagree. I have been using a free python bot for Instagram that I found on github and it is awesome. Its called instabot. Yeah you gotta use cmd commands and such but it works as well as any other paid bot. I was actually looking for a similar bot for twitter but I can't find anything decent

and that's the thing, you have to pipe the actions together, which is what paid bots do for you. For some coding the search actions together, testing their responses for slowdown / warning responses (which I haven't seen any free github library project) do, piping them to filter modules, then sending to the actual actions (follow / like / comment) and again checking responses, automatically re-authorising through SMS / email. It is these smaller yet important features you get in a paid bot, which is beyond most people from knocking together with a free instagram library.
But then again, some don't need that. you can type in the commands to get results of a search and just instruct to follow fairly simple in a github library (which is still beyond some). But to say it works "as well" as a paid bot isn't an apples to apples comparison.
So a lot depends on expectations and what you want to achieve

There are a lot of fantastic tools out there for free. Some you need to get your hands together, some less so but are more basic. But if they fill your requirements are a perfect solution for some
