Yes, possible. Build quality and relevant links, guest post on popular sites, share it on social media and reach target users and content with unique and engaged. But it will take some solid months to see results and you need put more effort.

That really depends.
I ranked a local site on page 1 in a few days.
Having a Google business listing helped though.
Granted the competition was not huge.
If it's a highly popular niche then it's going to be really hard to get it to page 1 quickly.
You are looking at a few months or even longer.
