Can someone confirm why?

It might take from few hours to a day for the system to remove the PM restrictions. You should be fine by now. If you are still having problems with it, create a support ticket at: https://support.blackhatworld.com/

something that are real meant to post query or replies, but not to post anything to simply increase post count.

Glad i saw this! My account is 6 years old and i was afraid i got some type of restriction due to not posting for a while.

yes, new joiners will need at least 15 posts.

Interact with other members by asking/answering questions in various sections and you'll get to the 15 posts minimum. Just be sure to do not spam with short posts just for the sole intention of increasing your post count - rule number 3.5 (https://www.blackhatworld.com/help/terms).
