lol you dont need to get IPs, when you Order A Physical hosted machine with any hosting company they usually allow you to select multiple ips per server.

Ah okay i get it, so if i plan to run vps on a Physical server i order them at hosting companies? Or do you mean i buy a server and then go to hosting companies and host my server on there? Im confused

No just order a dedicated server with hosting company of your choice with multiple IPs
you need 1 IP at least per vps.
what you need is,
1 dedicated server with multiple IPs
ONE IP will be for dedicated server.
All other IPs will be extra, so that when you create a vps instance it will be assigned to vps
