This would be needed everywhere to be honest. The issue is that you can't apply anything resembling this in so called developed countries, because "muh rights".
It's not like the police beating people dead. I wouldn't mind seeing this here either in the middle of Europe, where governments are trying to enforce shelter in place with laughable fines...
Another good method is what the Brazilian police is doing on beaches of the country. They fly over the area with helicopters making a sandstorm. lol

It's not being in a civilized society. It's about discipline and major steps we should be taking to prevent the virus. Also don't feel too lucky because I think Italy is a civilized society and now look at their situation.

No mate, random violence is not needed. You have to educate the people, not randomly beat them up with some wooden sticks. Give them a penalty, let them pay a fee or whatever, but walking towards them and start beating them is just extremely bad practice.
Keeping the people safe by beating them up...honestly, the whole goal of this curfew, social distancing etc. is to stop places of being over-crowded. Two dudes on a motorbike, who cares? And yes, you are right. Its not about the country, but the people. And these police guys seem to have some serious mental problems.

Sometimes you have to take the wooden sticks to educate the people. News is everywhere that you have to maintain the social distance. Govt. declares the lockdown but still, people are outside. People are planning for tours as they got a long vacation from work. Penalty and fees are fine but do we have time for this? I don't think so. These actions are cruel I know but it will actually help to educate people not to go outside without any urgency.
