It is an affiliates job to send leads, as the business owner it is your job to convert them to sales.
So you need to be realistic, no affiliate who is any good is going to send leads that you wish to pay for on a per sale basis to an unproven sales funnel.
You have to prove your sales funnel works first, or pay per lead.

Pay for your own ad campaigns to drive traffic and use them to optimise your funnel

You have lot to learn inside of a month to create an affiliate program.
That is a small window.
