All accounts are aged. Newbie accounts are below a year old and till 200 usd adspend. . Average and High have few years old and between 300 and 1k usd adspend.
Either, have top class accounts with more than 2k usd adspend.
Yes, accounts are prepaid and reloaded , you have to add funds before start ads.
