Methods to find clients for web design in 2020?

Cold emails never worked well for me. The amount of emails business owners and website owners get is unreal. A quick call, compelling offer... worked well for me. I used to specialise in selling websites and marketing for agencies
My bigger problem with this method is that I'm not from US and I observed if I'm calling from outside of US, I don't have credibility or the people think I want to scam them.
 
The competition is very high for developers, especially with sites like WIX providing pretty good sites for low cost. Keep me informed on how you decide to progress.

True, but Wix or Squarespace doesn't offer too many features. To create a basic website are fine, but not for more.

Hire a Gringo to do the calls for you
 
Remember to offer hosting and ongoing maintenance of the site - updating plugins, minor editing of pages, etc. Don't just settle for a one-time payment to create the site, earn something every month from each client.

Definitely agree on the maintenance package, but the hosting part I would put an asterisk beside. If you're only going to make $10 per month, it's not worth the hassle. If you're going to overcharge, like I see some local companies do, then it is worth it.

Hire someone commission only. I am working with someone (I am U.S, but it's difficult to actually close large sales). I do cold email outreach and he closes. I sell SEO though, but some clients don't have a site, so we'll sell web design.

I tried to work with someone on commission based (I tried this more times), but no one wants to work without a base salary and commission. At least I did not find it someone.

If you’re not bringing in leads, then no. You also have to offer a high commission. If not, they assume a lot of risk or not finding work. Web design is a hard niche.

Scrape leads using tools like scrapebox.
Cold pitch agencies which peaks for the search term in SERP results.
