The real questions are:
1. How many clicks/impressions can you get for $250?
2. What is an average conversion rate in your niche, for your traffic source?
3. What is your level of experience building sales funnels and transforming visitors to "customers"? (this determines whether you'll achieve above or below average conversion rate)
4. What is the payment method/schedule of your CPA network? (you can easily spend $250 in a day with bing ads only, and then what? you'll stop the campaigns and wait 45 days to get money from the network? if they pay them at all...)
5. Do you have any tracking in place, so you'll be able to evaluate your campaigns and distinguish between the winners and losers?
In my opinion, it's always better to start with something, than sit and do nothing. However, be ready to lose $250 very quickly, possible with exactly $0 in return....
If that was so way, to have $250 and start doubling it each time you invest it in some paid traffic, then absolutely everyone would be doing it.
