OK I Read the whole article converted from Russian to English and here's what he means to say by the theory

Site 1 has a page which receives a ton of symantically relevant internal links and therefore get increased relevancy power due to links.

Site 2 has a page which gives out ton of relevant internal links + some relevant external links and therefore get power due to semantic outgoing link relevancy.

Site 1 links to Site 2: Site 2 gets the effect of all the internal symantic links of site 1 leading it to jump above site 1
Then Site 1 gets a bonus because it linked to a very relevant page on Site 2, so it goes above site 2

Then the above 2 steps keep repeating and the sites keep on going up in ranking. (IMHO there should be some reduction in effect being transferred at each cycle so it stops after reaching a certain position)

Then op talks about some kind of semantic kernels without which the effect may not be good and you either have to buy his training or service.

Crux is that Search Engines give weight due to two factors, links coming in and links going out (both internal and external) depending on how semantically relevant those links are. So either you can go with his transistor method or you can implement both the things on each page.

IMHO Search Engines should have a failsafe designed to stop this kind of race behaviour occurring, and even if it's a loophole for now, they can plug it by not allowing the steps to repeat.
