But from what I gather, he is talking about when symantically relevant websites & urls link to each other both get link benefits. So if a person has 2 or more sites writing in similar niche and they interlink semantically in some predefined structures then both will get link benefit from it, which can be used to juice up both the sites in search engines.

don't want to hijack OPs thread, but if all your sites are in same niche and if the links are semantically related to the article, then you should interlink without doing something spammy.Which means that if i have 100 sites on tier 1, i should interlink all of them like crazy and it will be fine? I stopped doing that long time ago because of course its an obvious footprint... didnt notice any advantages either.

natural links between sites in the same subject are a cross-section of their real business relationships. These structures are clearly visible in the graph of these links and are visible to search systems. Chaotic links are immediately visible and appropriate spam checks are applied to them.
