You can get your OGads account approved with followup e-mails. They're only concerned about whether you can bring them any traffic or not. If you can explain your method or source of traffic, they'll approve your account.

Update:- OGAds Account Got Approved

Hey, guys just want to give an update - 10 Hours back I got a reply from OGAds Affiliate Manager Ben that my account got approved. When I first applied it got rejected but later when I contacted Ben and explained everything he approved.

I will share the detail process of how I got accepted in OGAds in a news thread. please find it below

OGAds is best for CPI. Doubt you will find anything better (at least I haven't when I did CPI)
