Better choice would have been Nvidia Quadro RTX 6000 if you have a good budget.

I know a bit about computer stuff. i am a bit confused about your PC getting bottlenecked because of the heavy specs you have..
I don't need a good gpu. I'm not doing anything graphics related on the computer, neither do I plan to in the future. But that's just my opinion. All I do is run as many Firefox browsers as I can on the computer, and they visit websites on autopilot. There are no games, no other programs, nothing at all on the computer that requires a good gpu. I wasn't even gonna get a gpu if I didn't need one to get display on the monitor.
But that's just my amateur opinion that I don't need a good gpu, I don't really actually really know. I'm not a computer expert.
But because I believe I don't need a good gpu for my purposes, that's why I am willing to spend as little money as possible on it, and get the best ram/cpu I can afford.
I have no idea why this is happening man. I'll test with the new gpu in a few days and see if that may be the cause of it. I guess if that's not it, since I'll be opening up the computer and doing things, I'll also try with less ram and see if it's a ram issue. Maybe one of the sticks is bad (even though they're less than 6 months old, purchased brand new.
