I purchased an account from fantazma a month ago. At first, the account was really locked up; no actions were allowed, like AT ALL. This is definitely because insta came down hard on all the follow/unfollow bots (e.g. Jarvee) which is most assuredly how these accounts were grown. When the ban happened, it looks like fantazma stop interacting with the accounts to preserve them from a harder ban. However, this account was still blemished by its past history and activity. After reconditioning the account with a non russian email account, and slowly doing real posting on a 4g connection (from the west), it slowly came back to life allowing one post scarcely here and there. Now it is almost at full health, with almost no action blocks, and has been able to run paid promotions, etc.
Buying a working insta account is much more difficult than it used to be in the past, but still POSSIBLE, it just requires some legwork and patience to nurture the account back to health because insta definitely knows which accounts were grown by automation. So it's not a hard ban, it's a soft ban; but if you aren't incompetent you can easily turn the account around.
