Difference between cpa and affiliate network?

Ok so i read a few posts on here and did a low-effort google research on cpa networks

They said cpa networks are like affiliate Networks but they focus more on leads

But why do they focus on getting users data(emails, numbers=leads right?)
And why is it so popular on here? Like i often read "try out insta+cpa" what do they mean by that?
Can someone explain? Sorry to be the newbie :D

cpa = cost per action.

if you have an instagram account u can do cpa by putting for example a link in your bio and scale that with hundreds of accounts which is pretty tough these days, especially combining it with the link in ur bio. the link leads you to all sorts of cpa related things: sign ups, app downloads where you get paid for each action made.

For example: Sweatcoin (i don't know if they still do this) but they used to offer 2$ for each sign up for their app. If you are in the fitness niche (sweatcoin is fitness related) you could use that to advertise this offer.
