yes/ no.

DMs are a great tool, but are the easiest way to annoy users and be detected and get a block / ban if you don't use them wisely

Depends on your account - brand new spam account vs genuine account been used for years
Depends how spammy your account is in general
Depends if you have been spamming the same message over and over
Depends on complaints


Blocks / ban / spam detection is no longer a simple mechanism any more. The sites are running sophisticated routines to detect spam. There are no one set of rules to abide by, but a wide range of factors all coming into play

Perhaps in theory, but do not go and try and follow 399 profiles 7 days a week, 365 days a year and not expect problems

Things are not that simple anymore. Sites have got much cleverer in their detections.

Just because you can do (x) items in one day, does not mean you can now do that 7 days a week as most likely there is a weekly limit as well. Same for the month.

Real users do not follow (n) per day, every day. It is quite easier to run analysis on what accounts are doing and see if they are some Standard Deviation outside the normal.

I would recommend you DO NOT go around looking for an arbitrary number some unknown person posted to a forum and use that as gospel truth. Run your own tests, find what works for your account and that you are happy with.

That said 100 per day with randomness and some days off should be ok.

Maybe 50 on Monday
100 on Tuesday
0 on Wednesday
80 on Thursday
60 on Friday
120 on Saturday
etc

and your account will be fine. Unless your aim is to profit quickly and churn through accounts, then just blast away until accounts are banned and repeat.
