I assume you wanted to know how to get approved, so, I suggest you used real debit or credit card. Warm up the account for 3 days over the first threshold limit so you would get charged. Make sure, when you cloak use your own safe page.

someone who own 5 casino brands tried to teach me how to promote his casino's by cloaking google ads to france.
the method was this:
I need rechargeable Visa to deposit money there for marketing, new sim(phone number) and new Email adress to work with.
Then i need to build a basic wordpress games site to promote in google ads with regular plugin calld "arcade".
With this site I upload a new campaign in google ads with key words like:
- games
- fun
- games for free
and more.
between 50 words you hide 1 or 2 words like: a` sous. or rouletta.
when my campaign is got approved, you just put a PHP code (geo location cloaking - redirect only for EUR users) , delete all the Irrelevant words in the campaign and just stay with the 1 or 2 words.
after this every person in france for example that search " a' sous" or " rouletta" in google he will see my ad, and when they click on my ad the got redirected to the casino.
I didnt succesed to do that right but i sure that there are alot more ways to promote your casino with Sponsored Campaigns.

Whoever gave you that advise wants to sabotage you, it will never work. I have been cloaking for 5 years on adwords and facebook, you need a reliable cloaking service with good IP footpirnt database of reviewers, even with that you will be lucky if account lasts for 2 months. You have to be constantly changing IPs, VPS , domain names, mac address etc. It's not an easy game. Lucky for me I live in a country were getting adwords accounts funded is easy, not sure about yours, you will have to put in the work. Cloaking is not what it used to be.

Casino is not really against Google's Term, but you need some sort of certification to get your site approved.
In cloaking though, you need your own safe page to get this working. Not to mention, well-warmed up account. Use legit card and not some VCC's (coz they probably were flagged already). You have to make sure you get a very related safe page to what it is you are promoting. If Google approves that, then it is easier to just insert your cloaking code while it is running. However, if it does not approve it, you have to try other keywords that were recommended by Google itself. Oh do not forget to buy SSL for your safe page.
