Most of the time, I'd reference that domain with MOZ's spam link index, and see if there's any indication that it could contain spam links (it's crude, but it's also the fastest single way to get a general overview on spam links). Then, use moz or majestic or ahrefs to check on the link profile - the quality ones should always be listed first - if it has some powerful links, then it would be a good buy.

Check the backlinks. Also such domain if is with good links and is spam clear more often than not go for $xxxx at the auctions.

Good domain with 1,580 LD MUST have the traffic and many KW in SERP.
In each other case is worth nothing for SEO purpose - because mentioned BL have null value for Google.

However I agree with you - some beginners will pay at auctions a lot for such shit (if don't have traffic and rankings)
Because they purchasing metrics only - as the result receiving what they pay for.
