I used to do SEO way back 2007.. That time I am earning a good money with my made for adsense sites. Then when my blogs got banned.. I stopped monetizing blogs and focus in my freelancing.

Now I am working as a freelance web graphic designer. I just wanted to know how will I start doing SEO.. Algorithm changed a lot. Can you site me good sites where I can learn working SEO whitehat techniques for 2019

2019 and beyond...SEO will be dependent mostly on content on website. Start by approaching social channels first, put your good looking content infront of the people and keep adding atleast 10k words per month.
Wait for Google spiders to index your content and you can see the organic traffic coming your way.

I'm not sure why i don't see any relation to this. I ranked my very low quality content for high competitive keywords for niches and finance, internet marketing, software etc.
