Do you think G store information about registrars?
What i mean is, suppose you register a hundred domains under the same registrar and then decide to build a PBN on them and move them to different domains, ip's etc... Would that work or would it raise some red flags and possibly compromise the network?
Of course, they do. Use different registers so it won't look suspicious.
talking about other language like Indonissian or arabic , how long it will take to rank with new website new domain name ( all ranking factors are new) but the compition very low
As I've already posted: Post good content and point some good links to it. If the competition is not that much pay someone to write good content (there are awesome providers in the forum) and build links to it - 20% PBN, niche related sites with visitors and don't forget your onPage. A fast website, linking to external sorces, internal link building don't cost much but are extremely important.
I cannot tell you how much time is needed to rank - it's specific and it will not be professional from my side to talk about this.

The question I have is the long wait on page 2 nowadays what is the best way to get that jump - I have a few keywords stuck at the top page 2 and no matter what I do they just won't shift - on page is fine and a lot of authority in my sites
Change the tactic. I suppose you are threating these as low comp. keywords but as I see that's not true. Try targetting some LSI keywords at the moment. Make an article with these LSI keywords and point them to the other artciles that are stuck on 2 page. Then, get some links and point them to the new article. This is an interesting tactic that will probably help here
Can I use well-built, quality web2.0s as tier1?
Well, they are used mostly for MOZ authority like DA (which is a SEO factor itself). However, using them as tier 1 and directly for SEO is not ok according to my practice. Could you please share - do you have a local website? If so, some Web 2.0s and Schema.org is a good start.

So it depends on what you target exactly - for a local site definitely yes but if this is only for increasing the brand trust there is no need to put so much efforts.
If you act like a body builder in a cheap fitness centre (drink these pills, eat only meat and eggs and make these excercise every day) - definitely yes.
