Our entire pool has 9.5M+ IPs, the allocation for unique IPs from the pool is done depending on the number of ports that you have with us. It's only normal so, we cannot risk to have the whole pool banned on a certain domain, due to irresponsible usage by someone, Using 25 ports will grant access to over 12,000 unique IPs each month from the whole available pool.

If I buy 10 ports and scrape websites and renew IP after every 5 mintues.
So, there will be:
120 new IPs per hour

In that sense, we are mistakenly believing new unique ips at each rotation, it is actually a new ip every rotation compared to the previous one, the ips get rotated - but that does not mean that they get rotated to a unique one on every rotation. That's my understanding. Obviously, pool needs to be saved, if not then why would people go in for higher number of ports.

Taking everything into consideration, I think you may have competition from other sources here on BHW, who, however provide access to their entire pool. You should think about it - just a feedback.

You understanding is 100% correct and thank you for your feedback, we highly appreciate it! In essence it's about the way billing works, some providers charge for bandwidth thus they offer access to the whole pool - but from that point of view, it's very risky for the quality on the long run, imagine somebody can ban the whole pool on Instagram or Facebook in under a week.

I'm dealing with a provider that has full access to the pool. For most applications, it's fine. However, we are hitting the problem where we're getting burned for consistently a few days a time. So, while more expensive, I think the approach mentioned here is likely the right one. Just my thoughts.
