Yup, nicely put.If you're familiar with taxes, white hat would be tax optimisation while black hat would be tax fraud.

Black SEO can hurt your domain a lot. Not worth it.
They are both taking advantage of an algorithm. By having knowledge of how the algorithm ranks websites, you can do things which will make Google like your website more than others, even if the other websites have better content and are more valuable to real people doing searches. White hat is considered doing things within the policies of major search engines (basically just Google). Black hat is considered doing things outside of the policies.
