Email Verification is no that easy that you think. Making simple script to validate emails will work for a couple of thousand emails only. Then IPs will be blocked by ISPs and also verifying emails with yahoo, gmail, hotmail is not easy task as their response is not exact what we want.
You are correct. When I was doing it few months back, I had to set up my own SMTP servers because I would get blocked every 50-70k emails. The better way is to do regex to check syntax of email, then verify MX records of domain, and only if we get true result from these move to SMTP verification. Writing a microservice to randomize the SMTP servers should work.

Sure, you can do this. Scrapebox is $67 here on BHW and then the email verifier plugin is $47 and its a lifetime license for both, runs on a windows desktop or windows server and your set.
ipage or bluehost is your best buddy for SMTP take the smallest package which you can and get SMTP details from panel.
