Some ad networks have it right on a dashboard, just a field where you insert the ad code from other ad network to pass on, others - you need to contact account rep, some don’t provide at all, so you do that via ad server.

To save some time, do you know which are the best ones that have the option on the dashboard to simply add the ad code to pass on?

I want to set some up pretty quickly to get the ball rolling, and I can then look at the ones where I'll have to contact an account rep.

Chose any! You don’t want to ‘set up pretty quickly’ it may take from few days to a few weeks to open an account.

You're right - I am. Yet one of the ones I checked out, merged with another company back in 2011, so I gathered the list was rather out of date.

The list does not provide URL's of the ad networks websites, but their ads.txt records which could be completely different. E.g. lijit is sovrn, so by typing those addresses as URL in many cases won't return a result, you need to 'Google' them. The list is posted in 2018, 90%-95% of records are still valid and if any networks have merged - well, it's for good and they are still represented on the list.

I understand you looking to save some time, I am happy to offer a bit of mine by providing advice, but it is not a fast process.
The only thing I can suggest you expedite things is to apply to all the networks you can - the more accounts you have the better and you can decide how to use them later on. I have no info about your site, traffic, or your goal, but you have my skype and can get in touch with me there if you like.

For spam blogs, you should use low-quality networks like propellerads, adsterra, popads, etc.

I am happy with the results, but I want to test and the second network. The website was banned from Adsense for invalid traffic. I opened a new Adsense account with the different site, address, etc. but the site is not accepted(blacklisted maybe?).

If low-quality has traffic and potentially interesting to ad network - you can try any, if its both low-quality and no traffic - it would be hard.

If the site is okay but low traffic you should try AdBlade and Content.ad, they are not very strict in terms of traffic quantity but require good content.

Literally any, except Adsense.
You can talk to your ad network and discuss CPM rates for you.
