I have been trying to figure out how people have been making these CPA offers. Its a website claiming to give you an instagram verification but before it does you need to install two apps. Does anyone know how to create offers like this?

seems like content locker from your wordings - not on mobile, can't check.

Edit: checked - it's CPI locker.

It's called a content locker. All decent CPA providers will allow you to create one.

The good CPA networks will allow you to specify offers (in this case, mobile installs)
