Facebook was accepting CPA bids, specifically for the mobile apps at one point. Some website and product owners were able to bid on them about a year ago, but to-date the complication is you can't bid on CPA's for- mobile apps in particular - unless they run the "review process" to ensure your setup isn't fraudulent. As for mobile-ads, they'll require you already having installs and providing them with the store ID.
 
If you're targeting phone users I advise you to work with Ogads.. I am making a good profit, there's a lot of high paying offers !

What LP idea to work with Ogads? i would sign up there, then i stuck because the need website content locking that i already have and some media social follower number. I dont have it yet, because i just want to see the offers there first then create the site. Any suggestion what should i make?

Target Asian User They R Well Converted And Very Cheap For FB Ads, Custom Prelanding with Mix Offer Are Best For Maximum lead.

i always use landing page and buttons. they were approved some of my campaigns. but sadly,i invested only 5$ and got no clicks to my offers at all.
