I know exactly what you mean. Its a big problem and really annoying. Like they want you to provide them with every kinda information, also you have to make your name, address etc. public on your website. Its ridiculous.
Someone told me before: You have to know how far you can go, until you come up their "radar". In other words: Of course you can build some websites, do CPA, try some Shopify stores and also make sales etc., but only until a specific level. Its like a "grey zone". There is no such thing as being "in" or being "out". There is a very big room inbetween, in which you can operate. I am not talking about any illegal activities tho.
One way to stay anonymous is to use a hosting which will hide your identity. Don't use a german one. Someone shared a list of offshore hostings on BHW. Don't register a .de domain. A .com is safe mostly. Also register your domain with an American or other foreign registrar. not with the german ones. Make a foreign PayPal account (for example I made a Thai one while I was staying in Thailand), which I use for small transactions such as for buying domains. Don't use your real address (american companies and others don't give a fuck anyway, I never got any message to verify my identity, especially not on $1 hostings)
Your goal should be to create a "smoke screen", which won't lead directly to you. As long as you are not into super illegal activities such as selling drugs or weapons online, nobody will care about you. As from what I wrote above: They don't even know you are german or living in Germany.
I know all this stuff above won't guarantee you being 100% anonymous (there is no such thing anyway), but it will protect you a little and keeps you under the radar if you just want to test things.
In short:
Don't use any german companies for hosting or domains.
Don't use a german Paypal account for buying them.
Don't use your german address
No shit, ONE TIME IN MY LIFE I used my german address and I ended up being accused for something I didn't do. Why? Because the attorneys couldn't make the different between two different domains.
Also you have to know how german police/attorneys etc. is working: "Charge against anonymous! Oh, we couldn't figure out who it was, because they use fake information..HMMM....CHARGED DROPPED!!!"
BUT, if you want everything to be "official", then you will have to do what is legit.
