How to make someone top comment?

I have a question that may or may not be able to be answered but I'm seeing a trend on IG where someone will comment on a post and tag an account and by them tagging that account, they'll get top comment.

How does one pull this off?

For example, the comment will be like this:

Wow! @blackhatworld

And because they tagged @blackhatworld it makes them get a ton of likes on their comment, propelling it to the top position.

The reason I am asking is that I would like for my account to be the one tagged and I somehow, someway give all of the comments that tagged me likes so that their comment gets popular.

I'm scratching my brain but can't figure out how they're doing this.

The twist here is to automate the whole process so that you won't need to check every single account who tags you.

Now you're saying that I'll need a system since panels only sell likes, which is what I initially thought anyway. I was just trying to figure out said system in here to see if anyone knows how it's done.

Panels only sells likes for instagram comments.
They buy likes for every comments tagging their main account.
The twist is : how to automate such things...because otherwise you'll need someone to be online 24/24 in order to check if your account has been mentioned somewhere and then place the order on the panel.
While on the other hand, if you have a system that collects automatically all the mentions and then interacts with the panel API,all the job is done without hiring any slave
