This is not poor English, most of them write an answer like they have disabilities, you ask them one question they answer some nonsense ... Sick of it.

I would say, "Can you do XYZ today?" and he would respond, "Eggs are good" or something not even remotely close to what I was talking about.

Yeah, language issues can be annoying but if you are getting what you pay for it is just one of those things you look past... like rain when you are out fishing.

Btw yes its annoying since I can't get a basic info about the service except "yes" "sir" "no"....
But how many people out there are like you do you think? Is it really worth it for them to train their support to speak better English? Probably not. Probably most of their customers never contact them. I know you are frustrated, but maybe it's you who needs to learn another language, or learn more patience, or use Google translator. It really doesn't bother me at all personally.
If there is a language they use I would like to learn it.
I would learn Hindi or Bengali. I predict a 75% success rate.
