It depends on what country you choose from. A verification via a russian phone number only costs 0.1 USD

Good service. Take a phone number from the same country as the one of the ip with which you are going to connect to google otherwise the account will be subject to re-verification and/or banned.

You can use same phone number for multiple accounts.
If I remember correctly you can use same number up to 3 or 4 times.. with the call to verify function.

Am I the only one having issues with SMSPVA lately or am I doing something wrong? I've tried creating gmail accounts on a US proxy and none of the US numbers (or any numbers for that matter) I'm getting are working. It keeps saying the numbers are not valid for verification.

If you want to do it cheap you just need to get the pay as you go cards yourself and rotate them through a handset or two.
Depends on how much your time is worth vs number of accounts required.
