If you like online tools then i recommend you to use canva.
Otherwise, i will recommend you to use Photoshop and Illustrator to make the dynamic banner.

I personally like Youzign, but got it for lifetime cheap a long time back, no idea what they're charging now.

But it's easy and quick, with lots of templates to start from - I'm not a graphic designer and I'm sure there are more advanced options (photoshop et al.) but I outsource for more advanced stuff. Worth looking into, though.

I don't generally use software that I've got to purchase, as I go through computers fairly frequently. I like to use pixlr.com to create my banners and graphics for free.

if you have some adobe skills for example you know it's interface i recommend Adobe Photoshop.PS is the number 1 and always will be #1 for me just my opinion

This is the way to go. Im 100% sold on figma. If I can do something without photoshop I always go with Figma. Its the best for building quick templates, and easy to scale graphics.
