1.) Know your audience
You can get that information through tracking solutions like Google Analytics. It's important to know about the demographics of you audience like age, gender, country. The average session duration can be an important KPI as well as the final advertising strategy might look different with a relatively low session duration compared to a higher one.
2.) Search for a proper offer which relates to your audience
This is a pretty generic step. It doesn't matter if it is a physical or digital product. The most important thing here is to ensure that your offer correlates to your audience demographics. e.g.: Having a website about golf balls => promoting phyiscal golf balls, promoting a guide on golf in general or how to improve your swing. Providing different cross - & upsells in this category.
3.) Monetize it & track it
If you found something useful, monetize your website with it. Split test as much as you want. Gather your information and analyze it. Ask yourself questions like: Is there a difference in terms of CTR if my banner is on the top right or on the top left? How a bout a different banner size or color? Is the promoted product / service converting at the end of the day? All of these questions results in certain answers which results again in a basis for another approach.
4.) Repeat step 3.)
There is really no exact way to do this. It's all about trial & error.
