You can use this coupon on any account worldwide. How you make it doesn't matter as long as it works? Use debit card (Real address) and local ip.

You have to use a verified PayPal account, or a good debit card. Bing has tightened things up as far as their payment methods. Still doable once you acquire one of the above mentioned payment methods.

Bing are very strict now, you will be able to use only one coupon. If you want to use another coupon you will have to change everything, account, ip, promoted url, identity, credit card number, even keywords to be extra safe.
They suspend new accounts at the speed of light.
Anyway this gig is fine if you want to test a campaign/product without spending money, and then continue using Bing by paying your ads when the coupon is terminated.
