How long does is generally take for all of the Web2.0 properties to get indexed ?? Its been 3 weeks now and only a few out of 24 are indexed . Maybe not a bad thing for slow indexing , makes it look more organic, I'm just worried its not going to happen.

The properties gets indexed slowly one after the other and it is a good thing that it happens in this manner.
And with the help of the High PR backlinks, there is no way that the properties will not be indexed.
This easy technique has recorded more success in a shorter time than various other link building methods.

Also, must my site have any specific requirements (e.g. does it have to be high pr and have LOTS of content to rank well in the serps) for you to 'linkwheel' it?

You only need to provide your url and keyword. We don't need videos or anything else.
The mini sites can be your deep links ( like subpages).
And no special requirements. Completely new and never indexed websites have made it to the top page with this servcice.
