Whatsapp wont ask you now and then to verify, it wull ask only initially setting up new account, so any carrier should be fine. and even you can get some virtual number.
There is no limit but for have under the radar go little naturally to get avoid a red flag.

for experice you get blocked if 3 or more user block your number, its very important to target numbers and send information that they like other wise you will get bloked, i have severla month of experice and i have buy and waste several hundreds numbers
