I have a friend who was a pretty well known artist back in 2012/13 but she backed off a bit to focus on other things in her personal life. Now she is back and has some tracks that she wants to release and wants to be on the Billboard Top 100 fairly fast. She has the talent and past history to prove that she can do it. She can spend about $7-$10K first few months on social media marketing; I am able to run tons of Google Ads for her. Any other suggestions to get her there? Thank you!

I would not do PPC. I do a lot of ad spying and have yet to see a profitable campaign unless it was an ad ran by Apple Music or Shopify for pushing their subscriptions.
Ideally you should do influencer marketing - reach out to a few big influencers, and get them to play the music in their next YouTube video, or on their Instagram story. Your CPM will drastically lower, and the views will have higher retention.
Hard to track a ROI on a camp like that, but it's probably one of your best bets.

don't do Google ads. i think find Youtube channels (like Majesticcasual) which suit her genre of music and ask them/pay them to promo her music on their channel with a link to buy the track. Build up an Instagram and Soundcloud following too

subscribe to follow planner and build a few fan accounts. that way you don't necessarily have to rely on outside influencers. if you have the cash just do both.
