How well does Google generates a "look-a-like" audience from remarketing lists? Maybe someone has experience of using this tool?

Not bad! They've however updated their policy concerning using remarketing lists. Starting from 22 October on only accounts that meet the following requirements are eligible to use them.
The ad account must have:

• A good history of policy compliance
• A good payment history
• At least 90 days history in Google Ads
• More than USD 50,000 total lifetime spend
