It's your false. I am.sorry no sympathy here and you won't get help. Even you hire a lawyer with $1000/hour rate, they will win this case.
Next time read the terms and any rules when you sign up a service. It's won't take 10 minutes to read them.
Sometimes we need to learn with the hardway. Take this as a lesson and move on.

You probably put up an adult campaign on their network.. Sadly no one reads Tos of any network. But I think that's kind of glaring!

Run by a bunch of kids, Everyone just stays away from this networks. Full of unprofessional dickheads. Banned my account for running a simple email submit offer before someone says, might be something wrong with the offer, I do my homework when it's about running a campaign.
As soon as you tick that box, its binding on you. Might need to do some research on that shit?

Happened to me last month. I was planning to run a simple traffic campaign to my website and so deposited 100 euros. Right, when I created the campaign they suspended my account citing a violation of ToS. I tried to reason with them that I was only looking for traffic and wasn't actually promoting anything. But they were literally deaf. So I asked them for a refund.
I pestered them for literally 25 days and then they finally refunded my money. I had a tough time getting a refund because I paid using BTC. If you pay via Paypal then I guess you can raise a dispute with PP and see how it goes.

with paypal it is easy to get a refund , bcz paypal is protecting us ,,, but i paid them via debit card and they told me there is no refund ,,, so i'm gonna disturbing them till i get my refund .

How did you load the money? Try contacting the bank and tell them what happened. IMHO they should refund you the rest of the balance because it is your money no matter what. You broke their terms, but the money is still yours.
i talked with the bank and they told me that there is nothing to do for me ,,,,, and for fu**ing propellerads , they told me you broke the rule so we have the right to keep the money ,,,,,,, they are scammers ....

That's insane! I would sue my bank if this happened to me lol (ofcourse, for a bigger sum.. $100 is not much to care about).
In your case the logic would be that you paid them $100 in faith that they would provide you x service. They under-delivered it, so they are obliged to return you the rest of the money. It is called partial refund!!
Try calling your bank again and press them. Chances are that the bank would process the refund for you because they don't want to get their hands dirty for mere $100.
Also... just mve on man.. Try to think you had a good dinner or something lol.
